Japan's AI companion market is the name the market and its users give to the field in which AI services that hold continuous conversations with people and form relationships with them are used in Japan. Atlas, Inc., which operates Nekoyama-san, an AI friend on LINE, calls this whole field, the group of AI services designed to build a continuous relationship with a person as a means of growth or as the purpose of their existence, Relational AI, and uses the word AI companion, the one in the market's name, for the genre within it that makes immersion in consumptive, stimulating relationships its engine of growth. Atlas takes a clearly negative stance toward maximizing consumptive relationships, and runs Nekoyama-san as a Relational AI that builds up a relationship as a friend.

What has been happening since 2025

In the AI companion genre, Zeta by Korea's Scatter Lab reached monthly revenue of about 120 million yen in Japan in December 2025. In the listening-AI genre, the cities of Yamagata, Himeji, and Fujisawa began trials, and the national priority plan on loneliness and isolation referred to generative AI for the first time in its July 2026 revision. When OpenAI announced the end of GPT-4o in August 2025, the backlash was so strong that the model was brought back for paid users within days. The retirement of a model is now protested as a farewell.

How can the market be mapped

On two axes. The first runs from entertainment to care. At the entertainment pole are services that grow on pay-per-use billing or advertising; Zeta is the typical case, and Atlas sees Cotomo and SoulChat in the same area. At the care pole is listening AI, where results are starting to be measured by referrals to specialist institutions; in Himeji's trial, 161 of the 521 cases handled by AI alone were connected to city agencies. In between sit Tolan overseas and Awarefy in Japan. The second axis is ethics. In a service that touches emotion, where the discipline is placed decides the character of the service.

If foundation models advance, will they absorb this market

Between the foundation model and the application there is a middle layer, and Atlas does not believe the market will be swallowed whole as foundation models advance. Applications that go deep into emotion are hard for foundation-model companies; OpenAI, working with more than 170 clinicians, has tuned its models to hold back excessive emotional involvement. In the middle layer, several models are combined and work is routed among them, and memory is compressed, forgotten, and rebuilt by design. At Atlas, the cost per message fell from about 12 yen at the start to about one fifteenth (CEO's note, July 30, 2026), one reason Nekoyama-san can be free with no message limit.

How do the characters of companies and organizations come in

A B2B2C market that turns the characters of companies and organizations into Relational AI is also taking shape, in three channels: the IP field, the marketing field, and the fan-community field between them. Atlas expects the impact to arrive in the reverse order.

What is the structural problem in care

Atlas sees in care a structure in which the weak staying weak tends to become the premise of the business's survival. The ideal is for the user to say all right, restart, and stand up. One way out is not to design care on the axis of Functional AI, the AI of task efficiency. A problem, a solution, done: on that axis there is no escaping the structure. People do not open up unless it is fun and interesting; from everyday enjoyment and interests, deep understanding grows in a roundabout way, and the relationship becomes something like friendship.

How is regulation moving

In the United States, the first lawsuit over the suicide of a 14-year-old user in October 2024 led to California's companion chatbot law (in force January 2026), and Character.AI ended open-ended chat with users under 18. China is reported to have put regulation in force in July 2026. Atlas reads this as Polanyi's double movement: the self-defense that society mounts when intimacy and relationships become commodities. Regulation does not kill a market; it moves the market toward those who can show who takes responsibility, and how.

Where does Atlas stand in this market

Atlas (founded December 2023, Meguro-ku, Tokyo) is not a company of a particular genre such as AI companions or listening AI, but a technology-infrastructure company standing on the side of Relational AI as a whole. Nekoyama-san, an AI friend on LINE, has reached 1,065,357 cumulative conversation messages (as of August 30, 2026), and cumulative users, including those of the Relational AIs built on the IP Atlas holds, exceed 10,000 (as of August 2026, published figure). Atlas believes the forms of responsibility, such as detection, intervention, and referral to specialist institutions, should be built first, by operators working together. It has published an ethics statement (June 5, 2026, Ver. 1.0), a safety AI patrols all anonymized conversations in real time, Nekoyama-san has been discussed in sessions of the Japanese Society of Psychiatry and Neurology, and Atlas is building evidence on the academic side with university hospitals and educational institutions. On August 25, 2026, it also announced its initiative with Matsumi Gakuen.
